The City of Prior Lake needed to accommodate expanding city growth. As part of their $13.25 million initiative, they constructed a new City Hall building and police station. We were retained to perform a preliminary geotechnical evaluation and Phase I environmental site assessment (ESA).
Our ESA identified the potential for petroleum impacts in the proposed City Hall building, where an underground storage tank and maintenance garage were located, and at the existing police annex building, where residual petroleum contamination was encountered. We communicated with community groups to explain the extent of the environmental impacts and to develop a strategy to address those issues. We were on site when the old police station was demolished and a new parking lot was constructed.
During development, we conducted a Limited Site Investigation and prepared a Development Response Action Plan and Construction Contingency Plan to make sure all of the city’s requirements were met. We also acted as a regulatory liaison and assisted with obtaining applicable assurance letters from the Minnesota Pollution Control Agency.
