Huffines Communities, LLC Gun Range Remediation

The project site consists of 100 acres that formerly operated as a small arms gun range (skeet, trap, sporting clay, rifle, and pistol ranges) slated for residential redevelopment as multifamily apartment housing.   

The property was entered into the Texas Commission on Environmental Quality (TCEQ) Voluntary Cleanup Program (VCP) seeking a closure certificate that would allow development to proceed. Lead shot was widespread and found on four adjoining properties. Response actions in the skeet and trap shooting areas involved removal of lead shot (1-2 mm in size) from surface soils using proprietary screening equipment. Once the bulk lead shot was removed, the screened soil was returned to the ground and recovered lead shot was drummed and transported to a secondary lead smelter in Missouri under the Resource Conservation & Recover Act (RCRA) recyclable exemptions clause CFR §261.4(a)(8). The remaining surface soils containing reduced concentrations of lead shot were consolidated into a designated area and capped with five feet of clean soil.  This area was restricted to non-residential land use.  A risk assessment was completed to demonstrate the remedy was protective of human health, groundwater, and ecological resources. 

Response actions in the rifle and pistol ranges involved removal of soil and lead bullet fragments and removal of bulk lead from earthen shooting berms and backstops. Bulk screened lead bullet fragments mixed with soil contained greater than 60% lead by weight and were transported to a secondary lead smelter for recycling. The soil that remained after removal of bulk lead was stabilized on-site using a phosphate-based additive and disposed of at an off-site landfill as a Class 2 non-hazardous waste.
