West End Redevelopment Site
The Site is an approximately 2.4-acre property located in Dallas’ West End entertainment district that had been developed for over 100 years. Historical Site information indicated the property had been used as a rail yard and freight depot associated with the Missouri, Kansas and Texas (MKT) Railroad, and contained a freight office, warehouse, freight sheds, and several rail spurs and sidings. The west adjacent property was occupied by a coal gasification plant, from the late 1800s to early 1900s.
The Site was targeted for redevelopment with a high-rise apartment complex to serve the area.
Site investigations had demonstrated the Site was underlain by a Class 3 (low yield, non-potable) groundwater bearing unit, and that chemicals in groundwater were not present at concentration that exceeded the Class 3 Protective Concentration Levels (PCLs). However, shallow soils contained the polyaromatic hydrocarbon (PAH) benzo(a)pyrene [B(a)P] and the heavy metal arsenic at concentrations exceeding respective soil PCLs for human health exposures in five areas across the Site.
The property was entered into the Voluntary Cleanup Program (VCP) to seek closure and response action plans were developed to address affected soil during earthwork activities for structure foundations.
Since the property was being redeveloped for residential land use, affected soils were removed to result in a Remedy Standard A (unrestricted) solution with no post closure conditions. Soils in five areas of the Site that contain arsenic or B(a)P at concentrations exceeding the residential critical PCLs (cPCLs) of 24 mg/kg and 0.56 mg/kg, respectively, were excavated and disposed off-Site at a Texas-licensed landfill as a Class 2 non-hazardous waste. Analytical results for soil confirmation samples collected following soil removal indicated arsenic and B(a)P concentrations remaining in the surface soil were below the residential cPCLs, and no further response actions were required.
The Site received a Final Certificate of Completion under the VCP in December 2014.
